Introduction

This section starts with our CAYAD Inoi gifted to our kaupapa in 2011. Kaititotito and Manager, Moki Raroa wrote this following rich discussions with a number of CAYAD whānau from across the Midlands region, ngā mihi aroha ki a koutou. Moki is from the CAYAD site, Te Aroha Kanarahi Trust in Wharekahika. They have partnered with Te Whare Hauora o Te Aitanga a Hauiti in Uawa since 2003.

The CAYAD kaupapa has a rich history, that grew from research and rich discussions back in the 1980s. Professor Sally Casswell, Professor Helen Moewaka Barnes, Kim Conway, Paora Stanley, Megan Tunks with significant contributions from Massey University’s Research Librarian Lisa Morice and superstar Jan Sheeran. They proposed a community action approach to reducing the harm of alcohol and other drugs as a way of supporting communities to respond to the high expulsion and suspension rates of rangatahi young people from schools. In 1998 discussions were held with the government of the time and in 1999 led to the piloting of 5 CAYAD sites, Hokianga, Whangaruru, Kaitaia, Opotiki, Whakatū/Nelson. There are currently 20 sites located around Aotearoa New Zealand.

An acknowledgement must be given to the Rt. Hon. Jim Anderton who was a significant advocate of the CAYAD programme and whose dogged determination to reduce the harm of alcohol and other drugs for young people and their families saw significant investment into the CAYAD kaupapa.
